What is a development application?

A development application, or DA, is a proposal submitted to a planning authority for assessment. It can cover changes such as a new home, alterations or a larger development. An application is a proposal; its status tells you where it is in the process.

No. Your email and monitored-property list are private account information. Public development applications can be explored without an account.
